Create a colourful cartoon drawing of a character, his car and a background

I want someone to create the first design of a person, a few of his possessions and a collage background depicting places he visits and people he has met over the past 90 years. Please produce two images. The foreground is him and his possessions on a transparent Windows format PNG. The background is also a Windows format PNG and should be fractionally out of focus, just as it would be if the combined image was taken on a camera with a fairly wide lens aperture focused on the main subject in the foreground.
I have a name for him, but I don't want to share that at this time.
He is french, male, and aged somewhere about 40 - 45 years. In 1927 he was a photographer with his own studio, using a big plate camera taking portrait photos, product photography and the occasional saucy nude. So at that time we had the Charleston, flappers and cafe culture. One day, he sat down in his big office chair and he fell asleep. Every ten years after that he woke up for one day only, but didn't get any older. Each of the days he was awake, (ten years apart), he acquired one new piece of (then) current photographic or related equipment which could be a camera, a flashgun, a hand held cine camera, a Sinclair Spectrum, and more recently a DSLR.
In 2017 he woke up, but didn't go back to sleep after one day. So suddenly he's gone out and bought all the new pieces of equipment relevant to today's photographer: a tablet computer, a twin head-band-mounted VR digital video system, a modern tripod with a virtual tour mount and a drone with a universal mount camera. It seems he doesn't have to worry about money.
But he's also now bought a Citroen 2CV painted in the colours of the french tricolor flag with the registration plate PHO 70-101, black characters on a white background at the front, and black characters on a yellow background at the back, (and an EU / FR international plate on each registration plate).
However he still dresses the way he did as a teenager in 1907 - tweed suit, plus-fours and brown leather sturdy shoes. He's got a full neatly trimmed moustache and beard. He's slim to medium build and rather handsome, but very eccentric.
The background must have CARICATURES of the Eiffel Tower, the Coliseum, the Parthenon, Nelson's Column, HMS Victory, St Istvan's Cathedral, the Kremlin, the Brandenburg Gate and the Angel of the North, plus a wind farm mast, a jet airliner approaching an airport runway (runway out of shot). The people in the background should all be female CARICATURES, one dressed in a fashionable outfit which would be worn in each of 1927 (Charleston), 1937( Ginger Rogers), 1947 (Swing Dancing), 1957 (Rock 'n' Roll), 1967 (mini-skirts / Beatles), 1977 (the Macarena), 1987 (Bad - Michael Jackson), 1997 (Evita / Madonna), 2007 (Don't Stop the Music / Rihanna). So the important thing is the clothing, not the real people.
Finally there should be three or four young women in 2017 fashionable clothes with him in the foreground - one a short dress, one trouser suit, one in a latex or leather domme outfit and one dressed as a female beach volleyball player.
It's an original realistic colourful cartoon - no plagiarism.
Styles: Tin-tin, Wacky Races, Dick Dastardly, Penelope Pit-stop, Sweet Gwendoline, Mr Magoo.
Avoid: DC Marvels, superheroes, computer game characters, Disney characters.
Finished image format: landscape ratio 3 x 2, but draw the background so that it can also be used 5 x 3 simply by cropping off the top.
Angle of view: as if taken on an 18mm lens on a 35mm DSLR from approximately waist height.
Get this right, and the person whose design I select will have the opportunity of working on further work in this series.
