  I wonder who are these people that are actually willing to do this for 10 dollars and that too canadian. they are either selling you something that is surely not their own and original which is bad on them or you are exploiting people from poor countries which is bad on you

     Yes, the price is way too low. However, I think the main reason people are willing to do this, is for reviews. Talking from a newcomer's perspective, money is not the most important thing when you've never had any clients. The only thing you want IS exactly clients.

  Some questions:
  - Genre, sound character, duration, any reference?
  - The music will be used in/on...?
  - Do you want to buy the rights to a music track for us to use in your project or are you buying out the rights to a music track* for 10 Canadian dollars?*
  *Exclusive without the right to sell by the author to other persons, that is, as an author, I will not be able to sell or distribute the track anywhere else?
