I am well skilled with Blender to create clean meshes as you require, but 3ds or obj formats can be delivered which you can later use in 3dsmax or similar applications. But the job can be done for 50$, only if the required model is similar to what you showed on the picture. Complex & larger models would require a higher budget & longer timeframe to work.
