Creation of a responsive ASP.net website template - visual design provided

We have designed a website which we need to be converted into a responsive CSS3 / HTML 5 brochure site for our business. We will need 2 templates to be made using ASPX .net master pages. This will allow our team to update the site whenever we need to.
The following is required:
- Development of the front page including all visual elements specified using neat CSS
- Templated Content page design including all specified elements
- Written in ASP.net
- Clean CSS so that we can quickly and easily update the CSS when required
- CSS3 and HTML 5 can be used, however all elements must be revers compatible with CSS2 and basic HTML
- The site will need to be responsive, so that content can be read on mobile and tablet devices.
- All the visual aspects should be controlled through CSS, and the HTML markup should be as simple as possible.
We can provide full layered Photoshop files, logos, images etc to the successful candidate. No design work is required, only creation of our brochure site based on the visual design provided.
I have provided screenshots of the designs, and a basic structure that can be used to create the site, of course this can change.
PLEASE BE AWARE, This is a front end development task. You will converting a PSD to HTML/CSS. It is important that it is an ASP .NET master page/template. There is no .NET development required.
