batabase driven content site

a database driven basic website where i can upload into it flash videos into a " holder" then one video will be added to those made available on the site each day from the hopper. so the number of videos on the site will grow. the system needs to take in the video, generate a thumbnail from the video, and que it for adding to the site. an internal page needs to be made showing the upload form where we can enter a title and description of the video and an option to add a release date. if no release date is made then it will be stacked in the "hopper" for next available release the page must also show data such as the number of remainder unleashed videos in the hopper. the 5 most popular videos ( those viewed the most ) ect. the surfer will be able to look though the thumbnails and descriptions of the videos from most current back with 10 thumbnails / descriptions per page. clicking on the thumbnail will bring up the player pager and start playing the video.
