Chat Room Needed For PTC Site

I am looking to have a chat room created for my PTC site. I need the Chat Room to work with the Gen4 Script. I need to be able to have moderators,be able to Ban IP/Users, Be able to have only members of site be able to log into chat room,Be able to have it work with my Data Base so members do not have to log in twice once in the site and once in the chat room. I want it so that members will be able to log into the site and then be able to go into the chat room. Also if possible to also have a live Support as well as the chat room and the live support be able to be used when members are not logged into the site. Plus be able to have the support to be answered from my moderators as well as myself and be able to have the kind of features that [url removed, login to view] has on their live support program has on it. If you can do these things please let me know. Depending on price you offer to do this project for depends if I will have you do the live support as well, but the Chat Room is a for sure project. The highest amount I will pay on just the chat room is just $100.00 at the very most. The reason for this is because I already know I can get a chat room for around $80.00 by a few companies that do create chat rooms which has all the features I have asked for above.Sorry folks but I am far from being rich and paying $250.00 for a chat room when I can get a whole new design for my site plus that would include a chat room as well as live support all together for the price of $250.00 so I am not going to pay that much just for the chat room.Thanks anyway!!
