Convert user database from ASP site to Joomla 1.7 site

I have a website in ASP that will be converted to Joomla 1.7.
The site have a list of users, with some levels of permission.
All passwords are encrypted in DB.
I need to move the user base to a Joomla 1.7 website.
The permission levels must be similar (registered, admin, super-admin).
The password must be encrypted again with the salt Joomla uses on the encryption.
In case we can't move the passwords, we need to allow users to change pass.
There are about 45.000 users in the database, so I need an automated proccess.
I will not send the whole database to the person who will do this, for security reasons.
I will send only a sample file with some fake users, and I will need to have a proof of system working before payment is made. I will not pay a milestone, unless I can trust that the system will work.
I will not provide access to the live site. You need to work with a default joomla 1.7 install.
I will consider only top developers for this.
