Custom Address Mapping Interface Tool

I am looking for an individual that has experience in developing a custom mapping interface. I am looking for a mapping system that can automatically distinguaish the quadrant, radius and section a customer address resides in relative to the base address. I have attached a visual diagram with the basic logic. I am looking for someone to take the idea and develop it into a robust, cost-effective solution. I would like to see a general description and logic on how you would accomplish this task, and be able to validate that the customer address is in the correct section.
