Build Openwrt Android APK

Hi, freelancers.

Is it possible to build a APK (wrapper, like phonegap) that can run a openwrt (small linux) ??? ie if someone open this APK, it basically starts up this openwrt (linux) ? kind of like virtualbox on PC..

If i give you a img binrary... can we build a wrapper around it to run as apk?

For openwrt, the important part is basically making the apk to hook up the services (like virtualbox), ie when openwrt need to access wlan, it is hooked up to the android wlan, if it need Bluetooth, it is hooked up to Bluetooth...

If you can, please let me know time, cost.
