Database, REST APIs and Mobile App (Android & IPhone) Development

We are running a selection process to recruit a small team of developers (max 3) who will work on the development of an application consisting of database, website, REST API's, IPad app, IPhone app and Android app.
Skills (Keywords): C#, Node.js, Ruby, PhoneGap, iOS development, Swift, Android development, Java, Database Design and implementation, REST APIs
See attached a brief to give you a general idea about the requirements. A detailed specification will be shared with the shortlisted freelancers who will be invited to submit their proposals.
In order to be shortlisted please submit the following:
a) CV (Word document) - confirm your skills
b) 2 x recent references (we may contact the references by email or telephone)
c) 3 x recent examples of similar work (you designed the system architecture, database & REST API's, and wrote the entire back-end from scratch). Provide the examples in a Word document (max 2 pages for each example).
Freelancers who fail to submit all the above will not be shortlisted. PLEASE DO NOT EXPRESS INTEREST UNLESS YOU SUBMIT CV, REFERENCES AND WORK EXAMPLES.
The total value of this project will be circa $15,000 and detailed proposals will be sought in the next selection stage.
Required Resources
The project will need maximum 3 developers, ideally who have worked together before and communicate well. Their focuses will be:
1. Central Service API developer. Core Skills:
a. Experience with developing secure REST APIs
b. Good database designs skills
c. Programming language/environment experience in as C#, Node.js or Ruby
d. Good communication skills – will need to act as the team lead as he will need to coordinate his development with the other 2 developers.
2. iOS Developer:
a. Experience either with PhoneGap (fastest development path) or Swift for iOS development
b. Must have created similar iPad and iPhone style applications
c. The ability to take a graphic design and cut it up and use that in the application
3. Android Developer:
a. Experience either with PhoneGap or Java for Android development
b. Must have created similar Android applications
As the other two applications will require the central service APIs the person doing this work will need to co-ordinate directly with the other two developers. Hence the easiest option would be to find a small dev shop which has all the necessary skills to do the work as part of a team.
