Business Strategey Plan/Budget Strategy Plan

I am looking for someone to help me create a strategic business plan/budget for a new cafe business I am planning to open. I am looking for someone to help me put together all my start-up costs, expected fixed expenses for the first year of business, variable costs analysis, and anything else that is of relevance into a strategy plan that basically shows my break-even point, my target sales number for each month of the year. I am hoping this can be done in excel and is easy for me to modify myself, but also I am looking for someone that I can consult to from time to time to help me re-evaluate my performance. In terms of budget for this project, I am not willing to pay a hefty price for this project, I am testing the waters to see what kind of response I get. I am hoping the person who sees this project sees it as a way for them to benefit in the long run as I am willing to come back to this person more often if this person shows me great knowledge and advise. $100.00 is the max I am willing to pay.
