COUNTER STRIKE SOURCE (very urgent)

The project is very simple: I have the game called Counter Strike Source running over Direct X connected to a server, what I want is a piece of software that stays always on top (over the game) during the game. What this software should do is: listen the network packets and represent them in a colour bar that goes from green to red. The purpose of this project is to represent graphically the latency when I’ am playing the game. There is a way to activate 3 types of graphics inside the game but everyone have numbers and they are represented by a line, this is not what I want. Knowing the main purpose if someone found out a different solution with the same result even if it’s not entirely what’s happening in the network traffic I buy that…
