Automatic Image Splitter

We have tons of images in various formats specially tif, jpeg, bmp and gif. We want a command line tool or a very simple dialog application that get a folder and open every images and split them to two or four segment. If we select two, the app must ask for horizontal or vertical segmentation.

The command line is prefered, only Visual C++. Do not use open source codes that require GPL or any other license.

If the app can convert the segmented files to tif, I will be very happy.
