Change download link in wordpress posts

Hello,
I need the following application:
- The application is checking wordpress blog posts (1 fix Mp3 blog)
- If the post has a [url removed, login to view] download link, it should download the file (with premium access - i can grant)
- And upload the downloaded file to another filehost
- Final step is change the download link to new (another one) on the same wordpress post

- The application must be running on windows 2008
- If the posts has an another download link (not [url removed, login to view]) it should change the link to static one (what i will give you)
- it should has a control panel where i can setup the following things: wordpress login details, novafile login details, static link
- The application must be full auto system and do the same task for every posts!
