I have done binding and wrapping task in the past for another PLs, mostly Delphi and Ada. PostgreSQL isn't familiar, but I looked at the current pggearman.c source, and it doesn't look like very complicated to extend. I have Windows and Debian on my real and virtual PCs, can do development on either of them.
