COFF OBJ to HEX (hex-dump only the code section ".text")

I need a simple command line application that accepts a 32-bit or a 64-bit COFF OBJ. The application will be developed in C or C++ with Visual Studio (I'm using Visual Studio 2015) The application will read the OBJ file and it will just go to the code section ".text" in the OBJ file and it will "hex-dump" the content of the .text section into a text file. After that, it will put the offset within the text section where each found function starts.
