C# Winforms App Developer with Excellent PDF Annotations and Measurements Ability's for Construction Estimating System with OnScreen TakeOff of PDF and Tiff Construction Files - Project Estimation is still being designed, but the Database is Complete, Needs to be able to Open PDF Files/ Set View Port (there could be several View Ports in One Project) so we need to be able to calculate scale of drawing in imperial or Metric, (2D) Measurements include - Lineal Foot, Area Square Foot (including polygon shapes) and Count and saved to existing Database. The Annotations will also be saved to existing database per Project, must be able to save drawing color coded with existing takeoff items shown, I used PDFium (Free) to get to this point.. Would like to stay open source, but if you have a better solution, please feel free to contact me. This project is being done as a Team TFS Project, so a Microsoft Login is required, Any question, please ask. See Attached Drawing.. Please Provide a Proposal.. Thank you

the main idea of your tool is eable user to draw sharp on the pdf or image then measure them and I can done it because I also done other project for drawing sharp and other object on designer document. I also good at access and .net so I can finish it best quality.
