I've already written a scraper which is able to scrap from many proxy sources, especially premium ones like hidemyass, ninjaproxies for which you've got to pay monthly... My scraper gets them for free in desired format whether it is xml,txt,csv, json. I did it for my own purposes in the past it is a private scraper. I can provide scraper either natively i.e. native C++ or wrapped into .NET classes to work with IL based languages. If you want ruby or python you will get it too. The scraper is able to scrap 10k + completely working proxies with ping up to 200ms. So those are really fast proxies. I can add more sources if needed. Mostof the proxy sites claiming they have up to 1M proxies are simply lying... I've checked their databases. The proxies are always fresh and update each few minutes. If you want more legal solution there are more methods for grabbing proxies but they require more time to obtain (manual server checking etc.). I think worth it's price I don't want much and could have do it cheaper too. If you are low in budget.
