Data Extraction program from a .csv

I'm looking for someone to create a filter program. The user will import the file into the program, then the user will select from 19 filters. Within those 19 filters it will show the list of the data, there will be 2 additional tab. 1 is for Shortage report, it will show the parts and the quantity that are short and the 2nd will be a complete report, it will show the part and the quantity that's been completed.
