Developing Html/CSS/CSS Under ASP.NET MVC 4.5.1

You are given all page screenshots as PNG files and the master page html code. The website is fully ajax so multiple views are required to be designed but in total, there are 20 pages that need to be implemented. The master layout has been done so all you have to do is the core content itself.
You must design the whole project css under a single css file. Also the website direction which is Left to Right should be easily changed to Right to left and you are asked to provide another css file which contains RTL css layout.
Please be aware that in the end, I will expect a Microsoft visual studio project which has the final solution.
