Contest Site Creation

Needing a Custom Built Contest Site. Needs to allow people to join and recieve an account on the site. After sign up, users need to be able to transfer funds from credit cards to their account, allowing them to enter into Contests whenever they like. Needs to allow me to transfer winnings into the winners account, allowing him to "cash out" whenever. MUST BE SECURE! Will also need some sort of auto emailing program. I have alot more "NEEDS" but these are the main ones. Mainly allowing my site to [login to view URL] people to Join 2. Create Account for Members 3. Allow members to transfer funds to account 4. Allow users to Enter into contests that will be held 5. ALlow me to transfer winnings into users account. 6. Allow members to cash out. The site needs to be easy to update , as I will need to post new winners often. I recieved a quote from a pro web company and that was $3,600, thats to exspensive for me. I need it to be alot less.
