Create Large Canadian Facebook Group

Hello, I am looking for someone to create me a LARGE facebook group of Canadian only members. I know there is no way to guarantee 100% Canadian members, but I would like at least 90% of them Canadian. I am open to suggestions about the "type" of group to create, but this will be used as a business tool for a real estate rental company - so please keep that in mind. We are looking to get 100,000 members, but are open to offers for other numbers,? if you feel you can get a million members, price it out, if you feel you can only get 10,000 members, price it out.
