Our team have developed an accounting application that is currently sold to many local companies. Many features you described here are already present in our program (including user-defined reports, forms, security model, multi-language support) and we can easely integrate that modules to your application and develop other modules. Our program is written in Delphi 7 and MS SQL Server too. Or we've developed another application, that enables full business logic design, from scratch including forms, reports, filters, security etc)
1 - Enable Multilanual switching (easy, already has such feature)
2 - Full code and application documentation (for users, and developers) (we'll fully document our modules)
3 - Interface enhancement and redesign if needed (no problem)
4 - Drill down report (what exactly you need? our application has full control over reports, including adding completely new user reports, needs to clarify)
5 - Allow user to add custom reports (see above)
6 - Add a module to interface application to web servers (IIS and Apache) (need to clarify)
7 - Graphing cababilities (need to clarify)
8 - Multi-level user access (already there but needs testing and improvement) (have security module ready)
