Design wordpress website

I would like to build a website like phoenixrealestateguy.com. Need the CSS, graphics to be set. Framework has been installed and need help in making things in order and beautifying it. i'm working on a real tight budget as i'm just starting out business. once business takes off, i can pay more for future sites. submit your profile or better still, proposals to have higher chances of winning job.
