Create template for polar plot in Excel 2010

I would like a template where I can enter in coordinates (up to 15) to be graphed on a polar plot. The graph should be circular with spokes at each 30 degrees. The rings should be adjustable but the whole scale of the plot should go between 0 and 1 with each "ring" being 0.1 out from center. I have attached a picture of what I am looking for. For example, the coordinate number 1 is at approximately (.313, 118 degrees) I want to be able to add the degree labels on the spokes (even though the attached picture does not have that). I would like the rings to be just like in the attached picture and I want to be able to select which ring has the red color. I also should be able to connect the coordinates with lines and number them (as in the pic). I have looked online and found some free addins but I was unsuccessful at figuring out how to get the scale correct. The one I tried is at [url removed, login to view] This may or may not be of help. The deliverable must come with clear instructions and be simple to use. Freelancers must indicate how long the project will take in their bid.
