Create a simple flash banner (no animation needed)

I need a simple flash banner with 468x240 px dimension with no animation at all. Only a short text and maybe an icon to make it a little bit nice. BUT VERY IMPORTANT: the .swf MUST be completely linked (clickable) to an URL. The thing is: we already have a swf and there are some other sites using the same swf (wich is hosted on our site), so we need a new swf that will replace the old one, so it must work in all other sites when we change it in our site (i'm just sayin this because the last person who tried to make a new swf for us, failed to make it clickable and linked to an URL). We need this for the next hour. Anyone?
