Configure Monster template

I have a monster template which needs to be set up. It is a photography site, so there are a bunch of pictures and 3 pages, counting the home page. I am not sure how the site pulls different images into the galleries, but I would like to have template configured to read a XML file for each gallery. I am PHP developer, so i can create a manager to allow add/removal of photos. I am awaiting content from my client, so there will be a few days before we start. I have worked with action script before, and I know this a single day task for a qualified developer. My budget is $100 and anything above it will not be considered for in my selection process.
