Create animation for help section of website

We are looking for a strongly skilled graphic designer to work with us to create a set of 12 animated images for the help section of our website. The job will require:

Elegant graphic design of -

- Human body

- Tape measure

- Clothing

Sophisticated animation of -

- Tape measure from point to point

- Ability to stop, restart, and scroll through animation

Output format:

- Design should be completed using animated images, CSS, and/or HTML

- Must be responsive for varying container sizes and Mobile use

- No Flash

The designs can be done in 2D or 3D
A video will be provided showing what we require to be translated into animated images.
Looking for bids in the lower end of the range.
