Create thumbnails of all images in a directory

I want to have a program where I define the location of a directory and the program steps through all images in that directory and creates thumbnails of the original images and places the thumbnails in a sub directory called 'thumbnails' and the thumbnail name shall be the same as the original name.
I want to define the size of the resulting thumbnails such as 150 x 100 but where the original image is size reversed, IE the width is larger than the height the thumbnail should also be reversed to 100 x 150
Image types will be either .jpg or .gif
