Build a Website (Web Portal)

I am looking at someone who can complete my web portal, it is already a working prototype, just need to add on additional features and to beautify it according to my requirements. My budget is $250 Singapore dollars. So please bid only if you are willing to complete the project at this price. My payment terms will be 2 milestones, first will be 20% after completion of the final web DESIGN and the rest will be after final delivery.
