Create my website Home Page in Flash

Hi Bidders, I am planning my website step by step. And the first step is creating the homepage. I have decided that I want it in Flash. Now the thing is that I have the design ready but it is in JPG format. My designer ditched me and is not providing me with the original PSD. But I can assure you that you can create a layout by looking at the JPG design. It has 1 logo, I can provide you the logo font and EPS of the same. You would need to incorporate it into the design with the colors, effects, etc. For the home page, I will provide the pictures as well. **You would need to give the desired Flash effects.** I will share my design with you once I have shortlisted some of you as I am a bit hesitant to share my design due to past experience with the designer. Once the homepage is created for my website, I will plan how to do the inner pages and that would be posted as a different project. I am sure, you would not need to create a new PSD from my JPG?? Please confirm. Messages from you will be appreciated as well as an idea of how much you would charge. I do not want to spend a lot on one homepage, so please do not bid extravagantly.
