Create the html/css template for a software license management app

The aim of the project is to create the template for a software license management app that we will develop in PHP. The template may be original or based on any free or low-cost modern template. I can use a light javascript framework enabled for desktop and mobile browsers. The template should include a login screen, a menu navigation system, the capacity to manage tables to list contracts, customers, installations, software executions, licensed modules, users, including both text and appropriate icons for record editing, insertion and removal, pop-up information and confirmation windows and floating frames to enter form data. The contents should be easily customizable later using PHP. The template should include all graphics (buttons, backgrounds, borders, ...) needed for display.
