I would suggest using Wordpress as your website foundation, seeing as you will be able to make changes to your website in the future without the help of a web designer(saving you money)
I would be a great fit because I have used Wordpress a lot ,and even have wordpress themes geared towards clients that would want to make small website changes themselves.
So here is my plan:
1. Design the Look and Feel of the website
The design of a website has to build trust with the website visitors, and by using a sub par designer you risk losing the visitors before they even scroll through your site.
2. Develop
After we decided on the look and feel, we then start creating your website using Wordpress as the foundation.
3. Testing and Optimize
We then test the website for mobile friendliness and make sure all the links are working.
After this we install SEO and Speed Plugins to give your website a better chance at ranking well within Google Result Pages.
4. Launch
This is it, the big day!!! In this phase we once again test the website on multiple devices and browsers to make sure everything is working 100%
