Build a Website

I have recently moved to a new area, the last place I lived had a thriving community forum where people could talk about the area, what was going on, recommend local business and services and advertise items for sale. I would like to create a forum for the area I now live in that matches as closely as possible the forum I used to enjoy and use so much. The forum I'd like to reproduce is this one: [login to view URL] It was very simple to use and simple to view, that is the secret to success here. It must be easy for users to create an account and chat and they must be able to attach photographs to posts as this is crucial for the classifieds. I'd like the forum to be 'stand alone' on the server. I'd also like the option of adding small ads for local business on one side at some point in the future once it is established. As this is a non profit community asset, I don't have a huge budget but I'm hoping there is some existing forum software that could form the basis for this. I'd be happy to pay for that if necessary on top of the fee to set it up and customise it. Thanks for looking.....Nick
