Contest Meter Error

My site is done in php with JQuery script [url removed, login to view] no application just coding you will be modifying existing code so i need someone with EXTENSIVE knowledge in php

I want my contest meter fixed.

let me explain how its suppose to work I am suppose to be able to set calls that count towards contest by adding a reference numbers (8 digit numbers that separate what calls will effect the meter, if the call doesnt have a reference number it will not effect meter) when creating a contest i can add the # of calls required to be completed (i.e. 8) and the # of referrals (if any) that need to complete those calls in order for you to get the bonus described only calls marked PASSED DURING contest period will count towards bonus (will effect meter percentage) when you click on the meter you can see the referrals who have done calls and how many calls they have done (basically the same info you can see under affiliates page) its just under contest meter you will know exactly who counts towards your bonus

If I add 8 calls required and leave referrals blank when creating contest that means users needs to complete 8 calls to get bonus

if i add 8 calls required and put 5 in referral field that means 5 referrals need to complete 8 calls with reference numbers to fill up meter as referrals complete calls DURING contest period the meter will move up showing your progress in percentage

THE PROBLEM: the meter is counting calls done ANYTIME for instance if i create a contest that starts on 6/15/16 and ends 6/18/16 it will count calls done PRIOR to contest start date even if the calls were completed two months prior i will be creating new contest and the contest will have different start and end dates i can add as many calls as i want for example i may have 10 calls with reference numbers but for a particular contest only 5 are required so any combination of the 10 long as 5 are passed will effect meter

There may need to be some modifications done in MySQL where the count is being stored and PHP to retrieve the data within
