convert psd (adobe fireworks file) to html

I have a simple fireworks file. I have to convert it into html. The webpage should have the follwing features-
1. There should be a full width slider.
2. the height of the webpage will be fixed , there should be no scroll
3. the page should be responsive and work for mobiles equally.
4 I have attached the jpg. The firworks file will be sent to the one selected.
5. The work should be done within 18 hours from now.
6. PLEASE DO NOT USE A READYMADE THEME AND CUSTOMISE IT .
I need the code very clean and optimised. We will be checking the lines of code.
My budget is 20$ but we have more works from the selected freelancer.
