Bulk Marketing & Sales Strategy - Education

We are small company in focused on reaching out to teachers, parents, PTA and school administrators. We offer software geared towards helping teachers and room parents manage their classroom while also providing communication options to schools. We are looking for someone to help is put together a sales and marketing plan that will reach out to the above groups. We have marketing tools available. We have the possibility of purchasing mailing lists. You will have experience in Sales and Marketing. Preferably American (we need people to understand the American market) and have worked with or in education. How would you reach these groups and what tools would you use? Target Markets - CA, AZ, MO. Please let me know which day of the week the weekend starts.
