Build a user creation portal

I want to build an decent UI which is kind of an admin console to capture certain fields of information from a super user login. Once an account is created by super user another users can login to their accounts to see their details + able to manage their profile and add upload some excel sheet data. A typical registration functionality like email alerts / forgot password etc. is a must.
