Access Control List Implementation in Web Application

I have a web application on struts and am incorporating hibernate, I want to implement access control lists to enable page/page-widget level access control. The access control list is to be granular, More information can be provided. As I have already done work on this with db structure and logic building as to how to provide granular access I just need someone to build on this so we can discuss the best approach and build on it. and hence I have a minimum budget for this work. thanks, Charles
