Hi! I'm a professional java developer and i work in a global company so i have very big experience with java desktop software. I can do what do you need fast and bug free. I'm not really sure why you set budget so low. Because if you want quality work or if you want this to work at all you need someone who knows what they are doing and no kids who just click around on freelancer. Anyways my project specification would be: Server: Control panel where you can enter a price per 15 min. View of all connected clients with elapsed time. Remote control to stop or start client Client: Connect to server and fetch current price Start counter and send data to server Of course there will be a gui for all of this.
