automatic website conversion to mobile format

Project question: What methodology will you use to bring over the elements of the non mobile version to the mobile version? .....this will all be taking place online on an html website. I don't want any iframes at all. This has to be natural with the individual elements mapped over from the non mobile version to the mobile version? Your answer and understanding of this determines if you will be awarded the project.
