Customize cart page to add extra to shipping charge

have a custom built cart system written in ASP Classic using Javascript and VB Script and we need to add a new charge of $40.00 per item for anyone shipping items to Alaska or Hawaii. We just need it added to the regular shipping charge but will have to be added as the user selects their state - so must be done in the Javascript at the bottom of the page.
