Shopify Bottle Deposit Fee

Looking for someone to implement a bottle deposit fee on beverage items in my store.
The store I am setting up sells beverages. They are in glass bottles, and there is a government deposit on those bottles. From what I am finding online, this needs to be added automatically as a separate line item, one-to-one for each product added to the cart. The catches are, it can only be applied to products from a particular category, and cannot be added to items from other categories, and it needs to somehow not mess up the item count in the cart, otherwise the minimum order quantity becomes moot.
