Directory submission and link building

I'm looking for at least 1000 links and/ or directory submission. I got a couple websites so that will be just a start. Page link can be found must be able to be indexed All website or directory must be at least pr2 Must give weekly reports on project Status No automated submissions, must be manually submitted No blacklisted or Spam sites No dynamically generated links One link per site (IP). No duplicate links on any web site Relevant links only No more than 30 out going links on the page on which my will appear No escrow Project will be paid in full upon completion or partially upon results. All links must be shown on search results. This will be a long going project and I also need to know how you plan on doing it.
