Arts mangement-grant writer & marketting

Iam looking for a person who can do 'grant writing and marketting of Arts'in US for a budding company in USA. The person bidding should have the previous work experience of writing grants proposals for for arts management and marketting areas and should provide proof of previous work with referralsand preferably from India or phillipines. All details for writing grants shall eb provided once project is approved and task assigned. The bidding should be based on hours of work as proposed in the task and rate/hr should be clearly stated. Iam looking for less than $3/hr range for the task.
