Bulk Email system needed

We are looking for a bulk emailiing system to run on either a dedicated server, or vps. We are looking for a system that has built in IP rotation, and other features required to improve deliverability. The system should already be tested, and be able to mail 100k+ per day with good deliverability. We are looking to cl*one an already successful emailing platform. It should be able to deliver to inboxes of major email domains, such as google, hotmail, etc You will provide recommendations on where to get our server, and then you will install the needed software on the server. You will ensure that the software is running according to specifications.
