Create a simple, text-based mobile and tablet app

I need a simple app for mobiles and tablets (Android and iOS). The app will be mostly text-based, with maybe a few basic icons for aesthetic purposes. It will allow users to vote on the same device based on pre-determined list of questions (inputted by me). This is how it will work: (1) Each player has to input his/her name (minimum 4 players) and gender (male/female). (2) When all players have have inputted their name and gender, the app will randomly select one player (the "Reader"). (3) The device is passed to the Reader who will read out a randomly selected question from the list of questions. The Reader will have the first opportunity to answer the selected question. The choices of answers will be the name of each player including the Reader. (4) When the Reader has answered the question, the app will randomly select one of the remaining players who will be given the device to answer the question, and repeat until all players have answered the same question. (5) When (4) has been completed, the app will randomly select from the remaining players who have not yet read a question to read the next question. That is, repeat from (3) to (5), until 10 questions have been answered. (6) When 10 questions have been answered, the app will show the name of the first Reader, who will read the results of the question that he or she read out. (7) Repeat (6) until all questions and answers have been read out. The app does not save the answers which players selected, so there is no record of it.
