App for a school to display substitute teachers to pupils

Hey there,
I am helping out in our schools pupil representation and we want an app developed for [login to view URL] app should offer 3 tabs:
-The first of them should be designed to provide news about our schools. The data for this should be drawn directly from the web site and there should be an option for us to post news.
-The second tab should offer a personalised view of the substitute lesson each student has both on the day and during the following week. The data for this should be drawn from the web version of this plan. The software our school uses to provide this data is called \"units\".
-The third one should allow the student to take pictures of his 2 library card as well as his card for school meals (only some have booked this option). These pictures should be used to create passes for passbook.
Further features:
-push notifications about new or changed substitute teachers
-push notifications about general news
