Cross-platform App to "Discover" Peers Using Ad Hoc Wireless Network (simple version of AirDrop and WiFi Direct)

We need a cross-platform app (for iOS and Android) that will engage an ad-hoc mode in the wireless devices in order to “discover” peers within the mobile device’s WiFi range. When a peer (someone using the same app) is “discovered” within range, the mobile devices will communicate as peer-to-peer (P2P) without involving central access point like a router. This isn't a file transfer/sharing app. Instead, it’s a peer discovering app only. It will be similar to creating an ad hoc WiFi network between iOS and Android devices, but without the transferring of files between the mobile devices. We only need it to be able to discover and identify peers.
CrossPlatform:
The apps need to be cross platform for iOS and Android. For clarification, on an iOS device, the app will need to be able to discover peers that are using the app on both iOS devices and Android devices. Similarly, from an Android device, the app will need to be able to discover peers that are using the app on both Android devices and iOS devices.
Hardware:
Newer iOS devices (like iPhone 5 and newer) have the hardware to enable AirDrop to create a type of ad hoc WiFi network. Similarly, newer Android devices have the hardware to use WiFi Direct to form an ad hoc WiFi network. This app does not need to work on older mobile devices that do not have the hardware to create ad hoc WiFi networks.
Unique Identifier:
When the user opens the app, the app will either assign or let the user select some type of unique identifier. (We don’t care what the unique identifier is but the user should be able to see what unique identifies is assigned.)
Share Unique Identifier:
When the app is running, the mobile device needs to “share” the Unique Identifier with the peers. Ideally, it would “share” the Unique Identifier by broadcasting it wirelessly, like broadcasting an SSID. If that won’t work, it should “share” the Unique Identifier after the peers have found each other. Also, it would be great if the mobile device could broadcast/share the current date.
Discover Peers:
When the app is running, it will also be looking (via WiFi) for other mobile devices running the same app.
Identify Peers: When the app finds (via WiFi) another device running the same app, it should be able to see and display the information Unique Identifier that the peer is broadcasting/sharing.
Log/History of Peers:
The app should create a log/history of the peers it has found. The log/history will need to include the Unique Identifier of the peer and the date the peer was found.
We won't be submitted this app to Apple or the Google Play. This is a functionality test for a different app project.
