Assist in Developing an Android application which has SMS integration and Database Storing Function

This is a android application like freecharge and paytm. Most of the works (75%) are already done. Now i need someone to look the coding and make some tough things in the application and finish the application. I am added the draft document with this, take a look and ask your questions. I already have a freelancer and now need two more to assist the freelancer. So totally three freelancers to finish the work. My Total Budget for this App is INR 3000. But i will award it to Two Persons so per person it will be INR 1500 only. which is nearly US 25 $ only ..
